Open letter from the mayor of the City of Trois-Rivières to his colleagues in the municipal world
The LSI Group consulting firm is marketing a remarkable management tool, which I know very well and can highly recommend: the GERE software program.
I am familiar with the GERE software program because it was developed in the HYPERLINK "http://www.v3r.net/portail/index.aspx" City of Trois-Rivières following the municipal mergers in 2002. Michel Byette, the general manager of our new, expanded city, wanted to improve customer service by introducing this technological innovation making it possible to enter all requests and track their progress through the machinery of municipal government until the files were closed.
I can thus strongly recommend the GERE software program to all my colleagues in the municipal world wishing to provide better service to residents. Thanks to the efforts of the LSI Group, this software program, originally developed for Trois-Rivières, is now available to all municipalities.

A public-private collaboration
GERE – A success story
The municipal mergers in 2002 marked a milestone in the history of the City of Trois-Rivières. Its population tripled overnight, creating a sizable challenge: understanding the various needs of all districts in the expanded city so as to make enlightened decisions that would satisfy all residents.
Aware of LSI Group’s extensive knowledge of the issues involved in municipal administration, the City of Trois-Rivières called upon this group to develop a custom solution for managing resident requests and complaints. In line with its tradition of collaborating with towns and cities, LSI Group sat down with its partner to rethink management processes, bearing these six imperatives in mind:
- Reduce processing and response times
- Ensure follow-up until the file is closed
- Shed light on the decision-making process
- Preserve the autonomy of the boroughs
- Monitor resident satisfaction

Eighteen months later, this collaboration produced the first request and complaint management software program that truly meets the needs of municipalities: GERE. Today, thanks to LSI Group and the City of Trois-Rivières, municipalities of all sizes are able to take advantage of this affordable program.
